Strategic (approx. 50%)
* Establishing and maintaining partnerships with ministries,
state agencies, local governments, and EU institutions for the GovTech Factory
* Securing strategic technology and data partners and developing
a robust pipeline of real-world challenges from the
public sector
* Positioning the Factory externally—on stage, in discussions with
decision-makers, and in case studies—in close coordination
with Marketing & Communications
Operational (approx. 50%)
* Overall operational responsibility for the roadmap, steering committees,
resource coordination with the partner, and KPI reporting for the Factory
* Translating specific government needs into clearly defined
GovTech challenges
* Facilitating workshops in which government agencies, startups, and
technology partners jointly develop solutions
* Scouting, onboarding, and supporting startups in company-building,
incubator, and accelerator programs
Your Profile
* Several years of experience at the intersection of the public sector
and technology—for example, in public administration, policy consulting, GovTech, or
public-sector consulting
* Experience in building partnerships with ministries, government agencies,
or local governments, as well as a practical understanding of public procurement,
data protection, and compliance
* Experience managing complex programs with many
stakeholders, including budget responsibility and measurable goals
* Confidence in interacting with a wide range of levels—from
a five-person founding team to the leadership of a ministry
* Fluent German and English skills
* Willingness to travel within Germany and Europe
* Practical experience with venture building, incubation, or
acceleration is a plus
* An existing network in the German or European GovTech
and digital policy scene rounds out your profile
